PERSEPSI PETANI UBI KAYU TERHADAP PENGEMBANGAN KEMITRAAN AGRIBISNIS DENGAN INDUSTRI TAPIOKA DI LAHAN KERING LOMBOK TENGAH

Abstract

Pengembangan kemitraan agribisnis antara petani ubi kayu dan industri tapioka merupakan salah satu strategi utama dalam meningkatkan pendapatan petani lahan kering sekaligus menjamin keberlanjutan pasokan bahan baku industri. Persepsi petani sebagai konstruk psikososial memainkan peran determinatif terhadap keberhasilan atau kegagalan program kemitraan. Artikel ini menyajikan tinjauan literatur sistematis beserta kerangka konseptual mengenai faktor-faktor pembentuk persepsi petani ubi kayu terhadap kemitraan agribisnis dengan industri tapioka, dengan fokus pada konteks lahan kering di Kabupaten Lombok Tengah, Nusa Tenggara Barat. Penelusuran dilakukan melalui basis data Scopus, Web of Science, Google Scholar, dan SINTA dengan kriteria publikasi 2019–2025. Dari 87 artikel yang teridentifikasi, sebanyak 24 memenuhi kriteria inklusi dan dianalisis secara tematik. Hasil kajian menunjukkan bahwa persepsi petani dibentuk oleh tiga kelompok faktor yang saling berinteraksi: (1) faktor internal berupa karakteristik sosial-ekonomi petani—usia, tingkat pendidikan, pengalaman usahatani, luas lahan, dan akses permodalan; (2) faktor eksternal-kelembagaan mencakup akses informasi, intensitas penyuluhan, keaktifan kelompok tani, serta pengalaman kemitraan sebelumnya; dan (3) atribut kemitraan yang meliputi transparansi harga, kepastian pasar, mekanisme pembagian risiko, dan dukungan teknis. Kepercayaan (trust) teridentifikasi sebagai mediator kritis yang mengintegrasikan ketiga kelompok faktor tersebut terhadap persepsi akhir petani. Pengembangan kemitraan ubi kayu–tapioka yang efektif di lahan kering memerlukan pendekatan multidimensi yang mencakup penguatan kapasitas petani, desain kontrak yang adil dan transparan, serta dukungan kelembagaan yang sistemik.
